The Task Force of Yogyakarta State University on The Move to World Class University was established in 2007 as a first step in the process to integrate an international dimension throughout the institution as Yogyakarta State University initiates to develop into a world class university. The administration of the University recognizes that global competency is an essential learning outcome in higher education and that our graduates must be prepared to be successful in an increasingly interconnected world and global society. Yogyakarta State University is committed to providing an international learning experience through its curriculum, student life, on-campus events, and academic programs abroad. Seminar Nasional Call For Papers “e-Democracy” merupakan salah satu agenda kegiatan rutin tahunan Teknik Informatika UPN “Veteran” Yogyakarta.

Proses demokrasi di Indonesia sampai saat ini dirasakan masih banyak permasalahan-permasalahan seperti; kecurangan-kecurangan, ketidakpuasan terhadap hasil pemilihan, penyampaian aspirasi/opini masyarakat dengan cara-cara unjuk rasa, proses birokrasi yang berbelit-belit, dilakukannya perhitungan ulang, dll. Permasalahan  tersebut akan menjadi preseden buruk bagi hukum dan sistem demokrasi di Indonesia.

e-democracy merupakan suatu paradigma baru tentang reformasi birokrasi dan penciptaan clean governance” dan good governance dengan TIK (Teknologi Informasi dan Komunikasi), dengan tujuan untuk mendekatkan pemerintah atau birokrasi dengan masyarakat, dan memudahkan masyarakat menyampaikan aspirasi, keluhan, dan kepentingannya kepada pembuat kebijakan publik. Selain itu keterlibatan TIK ternyata bisa turut andil dalam  membuat proses demokrasi menjadi lebih baik. Diantaranya, hasil penghitungan suara  bisa diketahui lebih cepat, informasi bisa diakses dari mana saja, dan pemilih juga bisa melakukan kewajibannya dari mana saja. e-democracy bisa berbentuk aplikasi website atau mobile voting yang membutuhkan jalur komunikasi melalui internet atau jaringan komunikasi.
